I believe that the town should not require a permit for home owners that rent out their home for<14 days per year.The IRS
considers a home a 2nd home for tax purposes(and not a rental) if it is rented<15 days per year.The value of this to the town is the
ability of working families to actually own a second home.The ability to rent the home for up to 15 days per year provides income to
help offset the operating expenses of the home which a major part is property taxes which directly benefit the town.The town
already is receiving the Transient tax revenues for Short term rentals,and 2nd home home owner already pay higher rates for Public
utilities even though they use the service much less(e.g. minimum monthly water charges...I totally understand and agree that if I
were to rent our home>14 days a year(which we have never done)that I am basically using our home as rental property. If we rent
for>30 day periods then it is considered long term rental and these rules will not apply. However,the purpose that many families
have a second home is for personal use yet many families especially those with children in either private schools or in college could
not afford to maintain these home without the revenue and tax breaks they receive as 2nd home owners and the offset from rental
income for up to 14 days per IRS rules.The requirement to have a "local" representative also forces the majority of 2nd homeowner
to basically use a local management agency that charge hefty fees and thus eat considerably into any revenue off set for those IRS
qualified 2nd home owners that are only renting out the use of their home for<15 days per year. My short term renters always have
my phone#and I believe that the town should be able to call the owner to resolve any issues which almost always can be solved by
phone and if not a citation could then be provided.
