Most importantly, no problems will be solved without consistent enforcement. Education and warnings only go so far. Eventually,offenders realize there will be no actual consequence.The town must be prepared to supplement education and warnings with penalties. Small monetary fines will only be passed on to the renters through increased nightly rental fees and business as usual will continue.
