I generally approve of the Ordinance and Permit Program, but I believe two additions are appropriate: 1.The owner should also be
responsible for the costs associated with any enforcement actions and damages to those third parties affected by the violations;
and, 2. There should be a requirement for bear boxes or otherwise"bear secure" receptacles and their use with the failure to use
them also carrying the cost to remediate the clean-up associated with their non-use. I appreciate that determining the damages,
especially as to third parties is difficult, but having it as an element will cause more vigilence than paying a fine that-unfortunately
as we have seen with parking violations-tourists seem to believe they are just another vacation cost. There needs to be sufficient
motivation to avoid the attitude of buying ones way out of the ordinance.
