But what has happened in Truckee isn't about property rights, it's about the exploitation of our neighborhoods by outside investors for commercial purposes. It's about second homeowners who plug their ears and sing"la-la-la"when asked reasonable favors. It's about entitled tourists who throw loud parties and park all over the streets and run through my yard and leave trash strewn about. It's not fair to residents.We live here. I don't mind tourism but I do mind our neighborhoods becoming their hotels. Before Airbnb,yes we had vacation rentals. But they were run though agencies and MANAGED. Now they are free-for-alls. Here is what I want to see: 1. Requirements that all STRs have a *licensed* local management company. Homeowner can't do it even if they are local, unless they get licensed. 2.All management companies have 24-hour staffed hotlines with an on-call person. Hotline number must be posted outside.3. Regulations to ensure that PM companies respond to problems promptly.4.Occupancy limits:2 per LEGAL bedroom. No more stuffing 16 people in a 3 BD house. 5.Annual interior fire inspections plus outside defensible space-$$charged to homeowner. 6. Max number of nights per year= 100.This is plenty of tome to"cover my mortgage"for second homeowners but discourages professional investors.Also gives neighbors a break!! 7. Set a limit on the number of Airbnbs a person or corporation may own within the town limits to 1(one). Kick the professional SPECULATORS out of our community. 8. Mandatory bear boxes for STRs.9. Fines for noise and trash problems. ENFORCE them. 10. Build a few nice hotels.Support local businesses and welcome tourists-in the RIGHT way. 11.STOP the development of crappy Bay-style neighborhoods that turn into rows of Airbnbs. If you implemented these,we'd be 10x better off all around.
