I am so glad that Truckee has finally figured out that STRs are creating significant issues in our town. Here's some changes that should be considered: 1)There should be a minimum time of ownership required before a home becomes eligible for an STIR permit.Some areas use at least 5 years. I think even one year would be great.This would reduce speculative buying of homes solely for the purpose of STIR use.2)Two trash cans is not enough for many STRs. Rather than leaving it up to homeowners to decide,consider a sliding scale based on the number of day rented per year x number of occupants. If an STIR only provides 2 cans,excess trash or large items are often abandoned in local business dumpsters, parking lots and forests. 3)Occupancy should be limited to two persons per bedroom period,with no extras. Kids should be counted, not exempt. It's these kids that are often seen camping in tents on decks or back yards.4) Parking of RVs trailers and vans should be prohibited at STIRS 5)STRs should have signage posted in from of the house clearly indicating the property address and name and phone number of the local contact.Overall, it's time to admit that we need to look at over tourism as a problem in many areas of the Sierra.We often hear that local businesses cannot survive unless we allow unlimited tourism. If a tourism based business can only survive based on these huge short term bubbles of tourists,that is their problem, not a community problem. I'm all about supporting sustainable local business.
