Name Katy Hover-Smoot Email khoversmoot@sierracollege.edu Phone (optional) Public Comment I applaud the Town of Truckee for taking meaningful action to address the issues caused by Short Term Rentals.To that end, I encourage the Town of Truckee to consider STIR regulations with teeth.The proposed ordinance is a strong start and commend the work of staff and city council completed to pull it together. I agree with the occupancy limits,the required duration of stay,and the parking regulations. I urge the Town of Truckee to consider stricter noise requirements for STRs than for full time residents.This is commonly done for STRs in communities like Palm Springs and Santa Fe to ensure quiet compliance during the evening hours. Similarly,there must be fines or penalties for STRs that have repeated trash violations. For example,after a neighbor documents trash overflowing at a STIR 3 or more times,the STIR permit should be revoked or the owner fined on an increasing,sliding scale. Simply requiring bear boxes will not be a sufficient. Finally, I want to urge the Town of Truckee to take a hard line with with STRs and remember,it is easier to relax regulations than to implement new ones. Moreover,Truckee will be the regional leader,setting a regulatory standard that other counties and towns may look to for guidance.Owning a vacation home is not the same as owning an investment property.And while companies like AirBnB have attempted to blur that distinction,investment properties are rented consistently to reduce fluctuations in income production and ensure consistent ROL Instead,STRs are being leveraged by buyers as a way to afford second homes that they could not afford without the support of AirBnB,thus, limiting badly needed housing stock for local employees and residents. Residents of Truckee should not be responsible for underwriting under-capitalized buyers' mortgages with their quality of life.Again, I applaud the Town of Truckee for this important and meaningful work.
