I have two comments to your proposed ordinance. One,consider a limitation to the number of STR's in a selected geographical area.
A homeowner should not be surrounded on all sides by STR's. This was implemented by Pacific Grove CA. Second, Section 5.02.030
C.5 consider a limitation on the number of non family adults in a house irrespective of the number of bed rooms to avoid "party"
