I would not include the occupancy limit exclusion for young children. They contribute to the number of cars, make noise, and trespass on our property. We did not buy a house here to live next to a hotel—out by 11 and the next group in by 3pm. In addition to the current draft, I would suggest consideration of the following enhancements to the ordinance: 1. Consider a restriction of full-time STIR houses. An owner, if not a primary user, should have a minimum usage requirement. Implement a policy limiting the number of days a property can be short-term rented. 2. Consider a limitation of number of STRs in a given neighborhood. I believe Pacific Grove has such a policy. 3. Establish a rapid response function for the most egregious violations of rules. The Town could use a portion of STIR registration fees or fines to provide such a staff. This should not be a police responsibility—they have more important priorities. 4. Impose local common sense requirements on rental platforms—they must comply with Town rules or they cannot be used for renting properties in Truckee. I urge the Town to implement this ordinance ASAP. The problem is growing and needs to be addressed. Please do not consider exempting properties in HOAs. As Tahoe Donner residents, we certainly see the problem.
