To the town re: STR Ordinance, please consider including the following amended comments:
Comments on the draft STR ordinance
1) The problems associated with STR's are also common with winter ski leases and other vacation, seasonal
and long term rentals. Sections 5.02.040 all sections, 5.02.050 B-F, and 5.0.060 II sections should apply at all
times for all properties registered as STR's or Rentals, regardless of the length of stay of the party violating the
provisions of this ordinance.
5.02.04a Operational standards
Guest Registration should include the name, contact information of each household, that will be
renting, photo identification, make, model and license plate of any vehicle or boat trailor, and
if a pet will be included, proof of vaccination.... (this Is required in any rental at hotels, b &b,
hostels or pet friendly establishments. If these STRs are not required to have a business
license which carries a health department review, there has to be better oversite. And why
are they not considered businesses, as it is a commercial venture in a zoned single family
neighborhood? )
Additionally, please consider implementing this ordinance as quick;ie as possible, because
predictions are that these problems will be ongoing due to confinement and working at home
through the end of the year and into the next year. these are changing times, and rentals in
truckee are year round now. Please see Washington

2) 5.02.040C Parking Add "neighboring properties" to the list of places STIR, ski lease or long term rentals
where renters cars may not be parked. ADD: Snow removal is required for all properties rented
between November 1 and April 30. Snow must be stored on the property of the STR/ski lease/long term
rental or hauled off. Depositing snow on neighboring properties is prohibited. [reason to prevent renters from
parking in neighbors plowed spaces and other prohibited parking areas on Donner Pass Roadd, and at the
sewage lift stations which s popular.]
3) 5.02.040.E The garbage container requirements are inadequate. "Cans" should be specified as 30 gallon.
The number and size of cans and bear boxes should depend on maximum occupancy. The bear box
requirement should take effect January 12021, or with prrof of purchase with a projected date of
installation. Many STRs have bear boxes, so this is not an overwhelming request.
4) 5.02.040F Interior posting. Should include instructions as to what goes into bear boxes, blue containers and
green containers and when the portable bins are placed and removed on the street, as well as a warning that
bears are active all year long. [We have a lot of problems with renters putting non bear resistant garbage in
the blue and green rolling containers. left out continuously, week to week with food waste in them]
5) 5.02.050 [Prohibited] [add] H. Depositing garbage, recyclables, ashes, cigarette butts,animal excrement,
snow, or any other discarded materials on the grounds of neighboring properties or in other's bear boxes or
other containers belonging to neighbors becomes a violation.
5A) 5.02.050 [add] H STR's shall not be rented on the Saturdays between different rental parties, to allow
proper cleaning and decontamination [and to reduce weekend overcrowding in Truckee, allow
second homeowners to access and review their properties, and to support the town council's request for
tourists to stay away on the weekends.]
6) 5.02.060 E "No duty to enforce" is not acceptable. What's the point of the ordinance if enforcement is
discretionary? Investigation of all complaints to determine validity should be required, and appropriate action
as outlined in the ordinance should be mandatory for all complaints determined to be valid. Code
enforcement staff should be increased if necessary to investigate all complaints.

While it may seem that some of the measures we have added are trivial or unnecessary, they are the result of
infringements on our peace and our property we have suffered repeatedly over many years. Anyone who lives
next to a full time vacation rental can testify that none of the measures proposed are trivial in the least.
