My spouse and I work in the public service sector (education) in this very expensive location and use occasional rentals (10-12 nights/year,when we are traveling) of our primary residence to offset the high cost of living. We follow all rules/regulations, pay our taxes, have ample driveway parking, don't have garbage issues (since we put it out, not the renters), have a local contact person, and have no complaints from neighbors. I know there are others who rent similarly, or who rent rooms while they remain in their home. A blanket policy will disproportionately impact small-time renters like us. When I look at the proposed requirements, I know it will put us out of the STIR business. Fees of$300+/year, inspections, and other"red tape" are just something we neither want nor have time to manage. And considering our income from renting our primary residence is so minimal,the obstacles are probably more than we want.This would really be a bummer if the ToT creates a process which essentially reduces our annual income, especially since we are not part of the problem being addressed, and since we have invested funds to make the experience better for renters. We have kept this easy for ourselves while providing occasional opportunities for others to have a wonderful mountain experience. In summary, please consider an exception/exemption for small-time STIR owners, say those who rent less than 15 or 20 nights/year(or something like that). There could be a clause to cancel the exemption for those who break rules and/or have neighborhood complaints. Or maybe have the process and fees less extensive for small-time owners. Overall, please do not punish all STIR owners for the problems caused by some.
