Putting restrictions on VHRs with increased laws and fines just makes neighborhoods and neighbors more hostile towards each other.And towards the town. It will also disproportionately hurt LOCAL owner/operator VHRs or rooms,where an owner is present to manage, screen guests, handle trash,etc. but has to pay increased amounts for trash management and registration fees.A 2-night minimum is the greatest concern. From my experience,guests who stay 1 night have the smallest impact(which I think is people's largest concern).One-night guests are here traveling cross county,here for a day of skiing,etc.They cause far less disturbances of noise, trash,footprint,yet bring TOT and tourism revenue. I see no benefit in creating a 2-night minimum-doesn't that also price out visitors who can only afford a 1-night visit?By mandating a 2-night minimum,you are literally encouraging visitors to bring more people(reduces cost of lodging), bring more items(therefore trash),and make themselves into a full-blown partying vacation.
