5.02.030 C.There is already a process with which STRs must apply for and obtain an operating certificate. STRs are also paying 12.5%
in taxes from all rentals&fees. Why are we proposing adding an additional, non-specified fee for the certification?5.02.040 B.The
"local contact person"clause is particularly onerous for home owners who live out of town and seems particularly difficult to
enforce(what if your local contact person is sick or out of town for a weekend?). If the Town of Truckee wants reliable,consistent,
and quick response times,the town should staff their own compliance officers to handle issues&infractions,funding that from TOT
taxes and charging renters a per-response fee. Even the most responsible STIR owners can only do so much--if we're serious about
enforcement,the town needs to provide a solution that shifts the burden from owners&"local contact"s to a trained&staffed
compliance agency. 5.02.060 A.To be a viable deterrent,these fines should be levied against the renters to the best of the town's
ability.
