Honorable Town Council Members,Town Staff,and Members of the Public,Thank you for your hard work on this fast-tracked
ordinance.As part of the Mountain Housing Council Short-term Rental group, I advocated for an ordinance in line with the proposed
one that addresses safety,noise,and TOT issues, but does not restrict STR's further.There are two main reasons that I would not
support further restrictions. First,as the town staff pointed out,a regional STIR ordinance is desirable in the future and so it makes
sense to align with the current Placer County ordinance.Secondly,regulations that limit economic activity,e.g.through limiting the
number of STR's allowed in a certain area or limiting the days for STIR use,often lead to economic inequalities.With a limited supply
of STR's,Truckee STR's would become more expensive because fewer units would be on the market,some homeowners would be
excluded from using their residence for added income,and Placer County with a less restricted market would have an economic
advantage over Truckee. It is my conviction that regulations are necessary where externalities call for them (e.g.the environment,
public health and well-being), but that regulations that seek to restrict economic actions often have negative, unintended
consequences. If the town in the future considers more restrictive policies,an professional economic analysis should,in my opinion,
be part of the decision making process.
