It seems like the community must accept the bad of traffic and density changes with the good of economic vibrancy that funds schools and other vital services.While home owners that are there 5-10%of the time(but still pay property tax)may be an ideal tax payer for the locals, home ownership should be sovereign and home owners should be allowed subsidize their expenses that in turn subsidize the the expenses to build and run the local community.Who has more cost impact on the community?A home that is owner occupied 30 days a year and rented 30 days a year,or a home with full time resident family that has kids in schools and drives 365 days a year that causes traffic and road wear every day of the year?The majority of the STIR rules should be applied to all citizens(noise and more). Having rule of neighborly kindness is something all should honor.Who sleeps is a bed being the concern of the government seems heavy handed and inappropriate. Rules that motivate owners of a second home to sell, lowers demand for Truckee and causes other adverse economic consequences. It also appears as a "You're not welcome here in Truckee"tone could become the external mantra of the city.
