In our neighborhood we are surrounded by STRs.The proliferation of STRs has been a nightmare. In the winter,renters illegally park in the street and obstruct snow removal,sled in the road,trespass on our property,drive unsafely and generally act in a manner that is inconsistent with the rest of the community. In the spring,summer and fall,renters party loudly, leave garbage out,trespass,and again act in a manner that is inconsistent with the rest of the community. In sum,STRs are a nuisance and a major disruption to our quality of life and peaceful enjoyment of our property. Besides,these concerns,there is a constant flow of people in and out of the STRs.There is little to no screening of the renters,and if there is,there is no screening of their guests, including ensuring registered sex offenders are not permitted in the STIR,which makes me extremely concerned for the safety of my family and the community.The proposed regulations are a good start, but need to go further. First, I would urge the Town to add a provision that explicitly states trespassing on neighboring properties by short term renters is a violation of the ordinance.Second, I would urge the Town to consider limiting the number of occupants in an STIR to one person per bedroom regardless of whether they are an adult or minor.The drafted limit on occupants is absurd.A four bedroom home could have ten adult renters plus unlimited children under 5.That is completely inconsistent with how people live in Truckee. Lastly, I would urge the Town to limit the number of days in a month a STIR is permitted to have renters.We need a break from the constant in and out flow of people.There should be a limit of 5 calendar days in any month and a max of 30 calendar days in a year.This would also discourage owners from using their property solely as sleazy turnkey rental like many do. lf your comment exceeds 2000 characters, please use the attachment function below to attach your comment in a separate document.
