I am a Truckee homeowner in Tahoe Donner for 25+years. My principal residency is in Truckee since 2016.Over this time I have
personally observed and with my family and neighbors suffered due to the growth of short term rentals from a moderate source of
supplemental income for second home owners where renting and non-renting neighbors looked after each other to a high growth
industry and investor oriented business in which renting owner benefit financially at the expense of non-renting owners of vacation
and primary homes. I support the proposed ordinance and suggest the following improvements: 1.Should the Town decide not to
enforce the regulations against a specific priorities, provide affected neighbors the right of private enforcement.One alternative
would be to require the STIR to obtain a special use permit for continuing the business, including notice to affected owners and a
hearing. 2.With respect to nuisance rules,clarify the intent the the ordinance states MINIMUM standards and that STRs must abide
more restrictive obligations that may be imposed by deed or covenant. 3. In the interest of restricting light pollution and impact on
neighbors, require outdoor lights to be down facing,to not shine off the property and other than modest safety lighting,turned off
no later than 10 PM.4. Restrict the operation of commercial STRs by defining the line between STIR as a permitted nonconforming
use in a residential neighborhood and the development or operation of what are effectively hotel-houses. 5. Limit permitted
occupancy to 2 persons per bedroom and ENFORCE the bedroom requirement to prohibit the"conversion"of non-bedroom spaces
through the addition of beds in open areas of a house.6. For the benefit of local workers and neighborhoods,consider repurposing a
portion of the TOT revenues to incentivise second home owners who convert their STIR rentals to long term renting.
