I am a participant in the STIR program and have had dozens of rentals over many years with no violations of the existing rules. I always want our guests to be respectful of my neighbors and the rules but don't think those rules should single out a short term renter vs a full time owner-they should apply equally to both.The fines outlined for'administrative'violations(no STIR certificate,etc)while high can be justified because they are objective-you either have a certificate,or you dont. However$500 or$1000 fines for noise violations are excessive without an appropriate"Warning". For something as subjective as a noise violation,there should absolutely be a warning before a fine is issued. Most people who are being loud (especially during the day) are not doing so maliciously and would gladly quiet down if they thought they were bothering a neighbor.
