I have been a short term rental owner in Truckee for approximately a year and a half and elsewhere for approximately 10 years. I also have several short term rentals located nearby my personal residence which are not always hosting the most well behaved guests.We have dealt with excessive noise and light pollution on a reoccurring basis. I feel the proposed ordinance is welcomed and reasonable, but I have three comments: 1. Please make the registration fee reasonable. I suggest a fee of no more than$500 be imposed.2. Please add a light pollution clause.With the noise pollution ordinance,a light pollution should be included requiring people to ensure outdoor lights are not left on 24 hours a day and are only used when the property is occupied. For owners want ongoing lighting for security during periods of non-occupancy,motion sensing lights should be allowed. However,lights that are left on 24 hours a day regardless of occupancy and/or left on all night even when occupied should be flatly prohibited.3. 1 do not agree with a blanket prohibition on weddings or special events for all STRs. Our property is on a riverfront location where I personally was married.While we currently do not allow any such events, I would be open to someone having a small family wedding on our property. Perhaps prohibiting any weddings or corporate events without advance approval from the town or prohibiting them except in commercial or mixed use zoning areas.Technically,by prohibiting such events at all STRs,you are arguably prohibiting even the hotels in town from having such events. I'm not sure that is the intention.Thank you for your careful consideration of these comments.
