I think homeowners should be allowed to register without a fee. Opportunities to recognize revenues should come through compliance violations only. In addition,the Town needs to reconcile its proposed rules to existing rules that are already in place at certain homeowner associations. Duplicative,conflicting or overlapping rules create confusion and overly onerous burdens on taxpaying citizens.
