This summer has been very frustrating for me as an immune-compromised full-time resident of Truckee. I have lived in the town for fifteen years, and this summers' short-term visitor crowd made me feel I could not leave my home. Reckless driving, trash left out, disrespect for mask or crowding ordinances, loudness at inappropriate hours, crowded hiking areas are just a few things that significantly impacted my ability to feel safe in and enjoy my hometown. Registration and tax: Certificate, registration fee, and tax. Permit to be displayed on bear box and inside residence to include Owner/Property Management company phone number and email. Code enforcement contact for Town of Truckee-must be 24/7. Occupancy Limit: Recommend only allowing one additional person over the age of 5. No more than 8 people per residence regardless of number of bedrooms. Charge a higher tax rate. TOT to pay for code enforcement staff. Failure to report or pay quarterly taxes results in an 8-month cessation of rental privilege. A portion of TOT goes directly to litter mitigation and funding for services such as EMS, general town improvements. Parking: No street parking at any time. No RV/Van parking for the purpose of'camping' in driveways. RVs and Vans may be kept in driveways for storage only. Noise: approve of this. Do not move end time later than 7am. Many of us are early risers due to increasing heat and crowds in the summer. Garbage: It is important to define an appropriate bear-resistant enclosure. Renters must also be sure said enclosure is always fully closed and latched. No rentals should commence until a bear box is installed and approved. Renters should be fined for any trash found outside their bear box. Rentals should have no less than 1 standard size trash can per rental bedroom. Fire Safety: I would recommend that the notices about fires and grills be required to be posted in the home. Also, Confirm the home is equipped with working and adequate smoke detectors and carbon monoxide detectors. Make sure all bedrooms have windows/escape route. Defensible space checked annually. Homes on septic not eligible for rental: Residential septic systems are not designed for commercial use. Potential for contaminating water sources if overloaded. Code Enforcement checks: Random checks from code compliance officer. Check for occupancy. Check for cars parked in the street. Check garbage on typical check-out days. Check for noise nuisances after "quiet hours." Limits: Homes may only be rented a total of 80 days per calendar year.
