If a home is a rental or not and their trash is overflowing, not in a bin, not recycling then the trash company can charge the resident heavy fee's. If Truckee adopted this,you would see landlords or rental properties having larger trashcans,they would pay for cleaning crews to haul trash away rather than leave it in bins outside for a week overflowing. And in Italy, if you don't recycle you get charged money for it. It's high time that basic waste should knowingly be recycled and if you dump trash that can't recyle into a recycle bin,you should be charged for your ignorance.
