Name Larry Wichter Email larrywichter@gmail.com Phone (optional) Public Comment I have owned my house in Tahoe Donner since Nov. 1997, using it as a family vacation home until 2013,when I converted the house to a STIR using VRBO,AirBNB. In 2019 1 stopped renting the house and made it my primary residence.The point being, I have seen all sides of this issue. I think the Town of Truckee and it's citizens, need to make a clear decision to all STIR or not. If STRs are to be allowed,then strict rules are needed to deal with the issues raised in the proposal. Requiring STIR to have a local resident is not fair. Requiring 1 hour phone response 24 hours a day,and 3 hour in person response is fair and doable. I have driven up from Bay Area many times to deal with renter issues. It can be done. Plus having a service to respond faster works as well (not a full management company).The real solution here,if STRs are to be allowed,is enforcement. High penalties with strict adherence is needed so that the violators of the rules pay for their lack of proper management and those STIR owners who follow the rules are allowed the privilege to operate. Is the City of Truckee prepared to actually enforce the rules? I vote yes to strick governance of STRs if the City of Truckee does proper enforcement.One final concern I have is about repeated false alarms.
