I have owned a second home in Tahoe Donner for 21 years. Prior to that I was involved in ski leases for 6 years. My issue is the scope
of the proposed ordinance. I believe it should apply to any home that is not occupied by at least one person who is named on the
property title. We have a neighbor who's college age kids have an annual party at the end of the school year.There are many
people, lots of cars parked everywhere and loud music and partying into the night.They seem to be EXEMPT. Ski leases are just 4 or
5 months of short term rentals. Usually a different group of people every weekend, and lots of loud party time and parking issues.
They are also EXEMPT. That marijuana grow house that was such a problem was a long term rental,so that's EXEMPT. Last,there are
a lot of people who would tell you they really don't rent.They just let friends use their house, and the friends provide a little help
with utilities, etc. You can bet those folks don't file Schedule E or pay their TOT.This ordinance will increase that kind of
arrangement, and the the owners will be EXEMPT.
