Dear Sir or Madam,
We are responding to the Town of Truckee draft short-term rental + noise ordinance currently under consideration. We
fully support all of these rules. As homeowners in Tahoe Donner since 2004, we have seen growing abuses with short-
term rentals over the past 16 years. We welcome more structure, rules and stricter enforcements of regulations
regarding STR's. Our past experience with complaints submitted to the Tahoe Donner compliance office has been
underwhelming.Their after-hours answering service process leaves MUCH to be desired, as calls after 5 P.M. on Friday
are not addressed for at least 3 days. Their existing process does nothing to resolve a complaint around noise,garbage,
parking or other issues in a timely manner. Hopefully the Town will be able to provide timely, meaningful responses to
reports of violations.
Our experiences with STR's in our neighborhood revolve primarily around excessive noise after 10 P. M.,garbage issues
and excessive numbers of cars (sometimes 8-10 vehicles) parked on the street, dirt areas or unapproved locations
around the rental. We have had to listen to loud music, sometimes until after midnight. We have had to clean up
garbage ourselves from improperly used recycle bins, old wooden bear boxes that don't prevent bears from breaking
into them, and trash left on the ground. It does little good to report garbage spills to TD compliance due to the excessive
response time if reported on a weekend, and the bears suffer as well, becoming habituated to human refuse. We, and
our neighbors, have had cars parked in our driveway that belong to people renting an STIR. These are all unacceptable
events, and we welcome the Town's efforts to bring this situation under control.
We wholeheartedly support the Town's efforts to enact rules designed to bring structure and fair rules to operators of
STR's to maintain our residential neighborhood. We feel that the penalties being proposed for rule violations are fair, if
not too lenient. We would support even stronger financial penalties than are currently proposed in order to better
motivate STIR operators to comply with these proposed rules. Also,we think neighbors on each side and across the
street from the STIR should be given a contact number for the owner/manager of the STIR business.
Thank you for your time and consideration of our comments. We hope this draft ordinance passes and becomes
enforceable quickly.Things have gotten out of hand with STR's and we need strong enforcement now!
