It appears time for large home owners associations(such as Tahoe Donner)to charter its own city.This is a blatant attempt to tax
and regulate a large portion of your tax paying owners that have absolutely no right to elect the persons making these rules and thus
no representation. I think the town of Truckee would have issues with losing 6,000+ homeowners contributing to its tax base.
