We are not in the same category as second/vacation homeowners, or those who own an investment property. I do not believe there should be a 1 size fits all" approach. I think it's a very different experience for 2nd home/investment property rentals as compared with resident owners renting a bedroom. We live, work, worship, volunteer and recreate in Truckee and periodically rent one bedroom of our house for short periods of time (3-4 days) while we are at home. We are sharing our house with the renter and we are the trash team, the noise control team, the parking team, etc. As written, the proposed ordinance will greatly increase our expenses - • With or without renters, trash does not exceed one can. Why should we pay for two? • With or without renters, we have never had a bear incident. We have secure storage. Why should we be required to purchase and install a bear box? • We will have to pay an annual registration fee. • We will have to pay for a land line that we would not use. • We will have to pay for an annual certification of our fire extinguishers. • We will have to pay for triennial inspections by the Truckee Fire Protection District. Or more frequently at the town's discretion. Charging a universal fee and having universal rules will penalize residents who rent a room and subsidize individuals making lots more money than we do. We have a much smaller income stream/opportunity for income. Should the ordinance pass as written, we will no longer rent a room in our house. It's been great to host athletes traveling to the area for a weekend competition, or folks getting away from Reno for an anniversary celebration, but we will no longer be able to provide that service given the onerous requirements of the proposed ordinance. While not advocating for additional requirements for ALL homeowners, some parts of the proposed ordinance seem misguided. Why require a bear box only for STR? Why have an occupancy restriction only for STR? Why have proof of garbage service only for STR? Why have a trash service requirement of 2 cans per house only for STR? Or fire inspections only for STR? Or parking requirements only for STR? Or reports regarding fire extinguishers and smoke/carbon monoxide detectors only for STR? Or noise restrictions only for STR? Why not have similar requirements for ski rentals? Or long term rentals? Perhaps many of the target goals should be applied to ALL homeowners in the region - i.e., noise abatement, trash disposal, defensible space, etc. As written, the ordinance will deprive us of the full use of our house and amenities.We won't be able to use our gas grill, charcoal grill (during allowed months), and firepit. We don't offer these amenities to our guests, but it sounds like we won't be able to use them either. We suspect that single room STRs with owners in residence are not the source of the many complaints and sincerely hope that the council exempts owner-occupied, single room STRs from this ordinance.
