I submit the following comments, however,on the proposed ordinance: 1.The ordinance should have a rental frequency limitation.As currently drafted,an owner could theoretically rent out a home every day of the year,essentially running a hotel in a residential neighborhood,and competing with commercial hotels. Frequency limitations are a common part of local STIR ordinances,and they help to preserve the residential character of residential neighborhoods.A yearly limitation (I have seen 90 days per year) or monthly limitation should be part of the proposed STIR ordinance. I suggest consultation with relevant stakeholders to fashion a reasonable limitation. I understand that enforcement will be a challenge, but I believe a frequency limitation is necessary to address the scope of the problem. 2.The ordinance should require that revenues from the STIR registration fees(not just penalties and recovered costs) be used to fund enforcement.The ordinance will be only as effective as its enforcement,which must be robust. lf your comment exceeds 2000 characters, please use the attachment function below to attach your comment in a separate document.
