Thank you, Town of Truckee This is an automated message generated by the Vision Content Management System'".Please do not reply directly to this email. 1 To the Town of Truckee: We have read the draft STR/Noise ordinance documents plus many of the submitted comments, and we are encouraged by the direction of the Town `s proposed ordinances.We submit these suggestions for consideration by staff and council: - Limit total STR occupancy to 8 adults, plus children, independent of the number of bedrooms or bathrooms at a rental property. - Add a phone app to the proposed 24/7 hotline, as an alternative to called-in complaints. - Shorten the response time by the renter's local contact to 30 minutes, including responsibility to go on site in that timeframe to resolve complaints initiated by the Town or residents. Have an additional escalation path if the problem is not resolved. - Establish a full plan and budget for 100% enforcement, and make sure it is staffed and funded adequately from TOT revenues and violation fines. If there is a surplus, credit it to the next years registration fees. - Report results to the public- number of incidents,violations, enforcement, etc.As the program evolves, report goals and actions to improve. - Make each violation in a single incident payable. For example, if there is a wedding reception, excessive noise, excess street parking, and trash,then there are four violations, not one. Fines should definitely escalate for subsequent offences. Three individual incidents should cause revocation of the license for three years. -Authorize additional STR restrictions to go into effect during the Coronavirus pandemic: - Require three or four days between rentals ("Occupancy Distancing") to ensure that any Coronavirus that could remain in the household is gone. This protects the new renters, and prevents the potential for persistent super- spreader events in the community. - Effect a No Party rule,without exception. - Require a mask mandate for all Renters.
