Many STRs are also second homes and the rules you adopt should be the rules that reasonably pertain to all home owners in Truckee. Pertaining to Registration Fee:Currently,all STRs pay a very large fee in the form of a Transient Occupancy Tax and you will also be issuing fines for noncompliance of rules.Tahoe- Donner has no fee,and Truckee should have no fee. Pertaining to a Local Contact Person: If someone is causing problems at any hour, issue the person casing the issue a ticket on the spot,and make sure the cost of the ticket covers the cost of the Truckee PD to issue it. Remember that most STRs are owned by people who do not live within a one hour drive of Truckee. Having a "local person" come to the property is unmanageable,burdensome and will lead to people pulling their STRs off the market.This will yield a loss of income and tourism to Truckee. It is impossible to provide the name of a local person that is available 24/7,365 days a year who has the legal right to do anything at a property they don't own! Contacting the owner(s) by phone is safer,faster, legal and will help to resolve most issues.Tahoe-Donner figured this out,you can too.A fair and equitable solution is to adopt the Tahoe-Donner rules on STRs.This is a well thought out system,which is much fairer to all home owners in Truckee.
