My name is Dan Tester. I am a 17-year Truckee resident and a Principal with Granite Peak Management,
a property& hospitality management company based in Alpine Meadows. Specifically to Truckee, we
manage several HOAs, a condominium hotel (Donner Lake Village) and through our short-term rental
brand (Tahoe Vacation Rentals) individual dwellings inside Town limits. I have some general comments
about the proposed Ordinance and questions/comments about specific items
In general, the Town of Truckee is wise to adopt a Short-Term Rental Ordinance that is like the
reasonable and fair Ordinance recently adopted by Placer County. Other municipalities in our greater
region have unnecessarily adopted much more onerous and draconian regulations. A well supported
and resourced Ordinance should help root out some of the "bad actors",who are a minority of the STRS
in Truckee.
Issues of trash, noise, parking and other nuisance behaviors are NOT limited strictly to short term
renters. Data produced by the Mountain Housing Council in March of 2019 indicates only 13%of Town
of Truckee housing stock is used for STRs. Most of these nuisance issues can be reasonably attributed to
day visitors, hotel guests, STRs, second homeowners and locals alike.
Specific Comments/Questions:
• Exemptions-shouldn't there be an exemption for Hotels, Motels,Timeshare Resorts,
Condominium Hotels, existing Resorts, etc.? The Placer County Ordinance specifically calls these
out as exempt.
• Exemptions-Regarding Registration Certificate requirements and exemptions, we currently
remit TOT for our Donner Lake Village Rental Program units under one TOT certificate. These 38
units are part of an HOA, but Granite Peak Management operates this facility as a Condominium
Hotel. As a Condo Hotel, we are already subject to the life &safety items and undergo yearly
Truckee Fire department inspections. We staff the property daily with Guest Services,
Housekeeping and Maintenance staff. We market and sell our units "homogenously" by unit
type as opposed to by individual unit. It is in essence a Hotel and purpose built for this type of
activity. Units on an official on-site Condo Hotel Rental Program (such as Donner Lake Village)
should be exempted from this ordinance
• Fee StruCtu re-There should be a lesser fee structure for professionally managed properties.
Professionally managed properties experience less nuisance issues.
• Bear Resistant Trash Enclosure-This is not an STR issue,this a community issue. All
dwellings in the Town of Truckee should be required to have a Bear Resistant Trash Enclosures.
