You've created this mess, and you cannot legislate it away unless you want to get rid of all the income STR's bring to our town. In general, the attack on STR's is short-sided and will cost this city dearly. Restaurants are so fragile now; this will put even more out of business. All the support services (home cleaning, repairs, etc.) will suffer. If such a large part of the Truckee fabric is STRs and that starts to dry up, home prices will decline, followed by property taxes. STR's pay the same relative property tax as non-STRs, yet all the property taxes are spent however the minority chooses. Don't forget, STR's generate millions of dollars into the town's economy. STR's alone keep this town's businesses in business. The city knows this and is continuously increasing its infrastructure to make the city a more attractive travel destination: hotels, restaurants, grocery and hardware stores, street and walkway improvements, etc. All these changes make Truckee more engaging, as intended. All this brings in money to local businesses. Add in the massive effort behind visittruckee.com to actively promote Truckee using social media. Add in the recent Tahoe Donner survey that revealed a 12% increase in full-time residency. Add in Truckee.com was (pre-COVID) giving away a Winter $100 Cash Promo to attract overnight guests. Add in the advertising dollars spent on TripAdvisor and other sites to attract overnight guests. Add in Truckee created the TTBID to actively attract more guests. Add in the formation of a new city-sponsored non-profit organization designed to promote Truckee as a tourist destination. Add in the relationship with the Reno airport to promote Truckee. It's all working. But, more guests mean more headaches. What about full-time residents? Are we suggesting that full-time residents do not make any noise nor invite friends over for a party? Are we also suggesting that if you are not an STR, you are free to make all the noise you want and park where ever you like? Just as Tahoe Donner rushed to solve this problem poorly, we are rushing as well. This is a huge mistake. Regarding the details of the proposal: Section 5.02.040.13 Local contact person: [o] If the subtext is to NOT call 9-1-1 for a disturbing the peace complaint, will the fees collected go toward funding a local phone service to receive the annoyance calls, and will that number be actively promoted to all town residents and be required to be placed someplace in the STR until like on the newly required signage (paragraph F). [o] If the local contact person shows up and determines it is unsafe to approach the home, how is this process reducing 9-1-1 calls and speeding up the resolution. This approach adds up to an entire hour to the problem. [o] When the local contact person shows up to deal with the problem, and one of the drunk renters beats the crap out of him, who is taking responsibility for that? Will the injured contact persons medical bills come out the STR annual permit fee? Section 5.02.040.0 Parking: [o] I am opposed to the Tahoe Donner rule and opposed to this one. How is one adult supposed to be held responsible for the actions of another? If someone has parked where they should not, then give them a citation for breaking already in place laws.
