Short Term Rentals provide the accommodations necessary for Truckee jobs and income.Also remember that many STRs are also second homes and the rules you adopt should be the rules that every homeowner has to follow when it comes to having a guest at their home. I have the following comments about your proposal: Pertaining to Registration Fee: Currently,all STRs pay a substantial fee in the form of a Transient Occupancy Tax and you will also be issuing fines for noncompliance of rules.This proposed fee serves no purpose. If an owner doesn't pay their TOT,they should be fined and neglected past payments should be required.There's no need for a registration tax AND a TOT. Pertaining to A Local Contact Person: If someone is causing problems at any hour,issue them a ticket. May I remind you that STRs are usually owned by people who do not live within 1 hour drive. Having a "local person"come to the property serves no purpose. It will cause a waste of time for the Truckee Police and possibly puts that local person in danger, especially with driving for late night calls in all weather conditions.Also,it is impossible to provide the name of a local person that is available 24/7,365 days a year who has the legal right to do anything at a property they don't own! Contacting the owner(s) by phone is safer,faster, legal and will help to resolve most issues. I suggest you adopt rules similar to the Tahoe Donner STIR policy.
