Context: In March of this year I moved full-time into the 2BR/2BA cabin that I have owned in Tahoe Donner since 2017. In the past
I've used the cabin as a second home and have rented it occasionally to friends I know personally. Because I've charged for stays at
my cabin, I registered my cabin as an STIR and both collected and remitted TTBID taxes for all paid stays. 1) Registration fee: For
properties like mine that rent out infrequently,an annual fee to register does not feel fair(in fact, it discourages properly
registering). I support TTBID taxes based on occupancy nights because I believe it is fair and adequately supports town resources
required to support STRs. 2)Occupancy limit:The new limit allows for two fewer occupants than the Tahoe Donner limits in place
within our HOA. I don't believe there is evidence to show that individual properties are overcrowded when following Tahoe Donner's
limits.The baseline of two does not account for non-bedroom sleeping space such as lofts and secondary living/family spaces. For
example,my property sleeps 10 people all in beds, but I am restricted by Tahoe Donner to 8.That's reasonable,but 6 feels far too
low. Excluding children under 5 doesn't account for the needs of most families renting. 3) Minimum stay: I don't understand the
need to restrict stay length to 2+days. Many STIR owners already do this on their own or discourage it with cleaning fees and fixed
costs. It feels unnecessary.4)Special events: Rather than restricting specific event types, I suggest restricting daytime guests. I
eloped in May with five people near the lake. I think a cabin could have been a great venue and I don't see why it's not allowed.
Restricting daytime guests is more far than naming event types. 5)Compliance:Will STIR owners be fined if they did their part but
guests broke the rules? If owners are fined for guest violations,the fee amounts feel excessive. 6) 1 support all other proposed rules
