Our Board and Staff reviewed the draft ordinance and feel this is a good stepping stone and framework for creating accountability around vacation rentals and mitigating the impacts created by STR's on the environment and neighborhoods. One of the most important needs for regulating STR's is enforcement. Without true enforcement the ordinance will be a set of best practices for homeowners and vacation rental companies to follow or not follow. When Placer County created a STR ordinance they gave citizens the ability to help enforce the ordinance through a hotline to report STR's who were not abiding by the regulations. The Town of Truckee should create an STR hotline so that residents and homeowners can help report violations and create meaningful enforcement that is supported by the community. Additionally, the ordinance does not outline or detail how the violation money will be utilized. Will the funding go to the general fund or will it be utilized for future workforce housing programs or projects? We believe the funding should support future workforce housing projects or programs, since STR's have a direct impact on housing for locals and our workforce. Thank you again, for taking our comments into consideration and for prioritizing this ordinance. Creating a path forward for mitigating the impacts created by STR's is long overdue and the community deserves to have better oversight and accountability for the land use issues generated by vacation rentals.
