Please see attached letter to the Tahoe Donner Lodge Condominiums. We live in a 60 unit building that is basically STIR. Every rule
regarding safety and following "best practices"for Covid-19 is being broken, and no one is enforcing- not the association, not Tahoe
Donner, not local government, not the police.

Dear Tahoe Donner Lodge Condominium Board and Jeff:
As of July 8, 2020, there is a rise of the COVID-19 increase of cases in California - 289,468 total cases and
a 6,562 total deaths. This represents the highest-ever 7-day average of new coronavirus cases since the
pandemic began. Recent July 4t"gatherings will likely result in a continuing upward trend. Due to these
circumstances, state public health directives have mandated that face masks be worn indoors in public
areas such as entry ways, hallways, elevators and stairways.
We arrived at our condo on Saturday,June 27 for the Summer season, and were appalled to see people
walking inside the building without face masks.There was no signage indicating that face masks or social
distancing were required inside a building. We contacted Jeff to ask that signage be placed within the
building (entry doors, elevator, etc.), and Jeff did place signage. Regrettably, no one is following this
mandate,which is totally unacceptable.
It is clear that more needs to be done by the Tahoe Donner Lodge Condominium Board to ensure that
State requirements for COVID-19 are being followed. Specifically, I request that every owner be
contacted immediately, and make it very clear to all owners and renters that masks must be worn in all
public areas of the building—entryways, lobby, elevator and hallways.The Board, Granite Peak and
owners that are renting need to show they are practicing risk management and doing their due diligence
to prevent an outbreak of COVID-19 in this building. Should an outbreak occur, it could be considered
gross negligence on the part of the Tahoe Donner Lodge Condominium Board and Granite Peak for not
doing their part to educate and protect other owners and renters.
Please note that any Tahoe Donner Lodge Condominium units that are rented by owners are considered
"short-term rentals" under the State of California requirements. Please refer to
https://files.covidl9.ca.gov/pdf/guidance-hotels-lodging-rentals.pdf for details. Any owner who is
renting their unit needs to adhere to these rules.
Short-term rental operations should take steps to ensure renters are fully aware of the facility's new
policies and procedures prior to their arrival. Recommended policies and procedures should include that
the owner has the right to cancel reservations for renters with symptomatic conditions, and that there
are new check-in procedures, physical distancing requirements, and cleaning and disinfecting schedules
for accommodations.
All owners who rent their units should be asking the following questions in a written signed document of
their renters before their arrival at the Tahoe Donner Lodge Condominiums. (The same questions
should be asked of all workers and non-renting owners who come into this building.)
• Have you been diagnosed with COVID-19 or are you living with anyone who has been diagnosed
with COVID-19?
• Have you had a cold, cough, sore throat, fever, difficulty breathing, chills, muscle pain,
headache, recent loss of taste or smell, any signs of any illness?
• OR have you been living with someone who has these symptoms?
Renters should monitor their temperature upon arrival and asked to use hand sanitizer and to wear a
face covering at all times in common areas in the building. Appropriate signage should also be
prominently displayed outlining proper face covering usage and current physical distancing practices in
use throughout the property.
Cleaning and Disinfecting Protocols
Perform thorough regular cleaning in high traffic areas such as entry area, lobby area, hallways,
elevator and areas of ingress and egress, including stairways, stairwells, handrails, and elevator
controls including door handles,washer and dryer doors and controls.
When choosing disinfecting chemicals, Granite Peak and homeowners who rent should use
products approved for use against COVID-19 on the Environmental Protection Agency(EPA)
approved list and follow product instructions.
For all owners who rent their units:
Take the proper steps to thoroughly clean and disinfect the rental unit after each guest stay.
This includes wiping down and cleaning and disinfecting all high-touch areas, including bed rails,
tables,TV remotes, headboards, countertops, kitchen appliances, refrigerator handles, stove
knobs, mirrors, and other items.
Remove all leftover recycling,garbage, and trash from the rental unit. Line all the garbage cans,
which will make it easier to dispose of tissues and other waste. Empty any food items the
previous guest may have left in the refrigerator,freezer, and pantry.
All linens must be removed and laundered between each guest stay, including items that appear
to not have been used. When cleaning bedding,towels, or other laundered items in rental units,
wear disposable gloves when handling dirty laundry and discard them after each use. Wash
hands with soap or use hand sanitizer immediately after gloves are removed. Do not store extra
linens in the rental unit. Provide such items only on request.
Do not shake dirty laundry.This will minimize the possibility of dispersing virus through the air.
Launder items as appropriate in accordance with the manufacturer's instructions. Launder items
using the warmest appropriate water setting for the items and dry items completely. Clean and
disinfect laundry hampers according to guidance above for surfaces. If possible, consider placing
a bag liner that is either disposable and thrown away after each use or can be laundered after
each use.
Clean all soft surfaces based on the manufacturer's instructions, as appropriate. Remove visible
dirt and grime and then clean with the appropriate cleaner for the material. If possible,
machine-wash items according to the manufacturer's directions.
Kitchen items, including pots, pans, and utensils, must be cleaned between each guest stay. All
dishes must be washed, including the ones in the cabinet. Provide adequate dish soap and new,
unused sponges for each guest upon arrival. Consider replacing utensils with one-time use
dinnerware, if feasible.
After each guest stay, properly clean all appliances and kitchen areas, including refrigerator
shelving,the oven stovetop, coffee-makers,toasters, pantry shelves, and other areas.
Where possible, do not clean floors by sweeping or other methods that can disperse pathogens
into the air. Use a vacuum with a HEPA filter wherever possible. (This type of vacuum should
also be used by Granite Peak in the common areas.)
Bathroom toilets, showers, bathtubs, sinks, cabinets, and shelving should be disinfected with a
multi-surface cleaner approved for use against COVID19 by the EPA. Mirrors and any glass
should be properly wiped down.The bathroom floor should also be vacuumed and/or mopped.
Equip the rental unit with additional hand soap, paper towels,toilet paper, disinfecting spray or
wipes, and hand sanitizer.
If using an external or professional cleaning company, communicate expectations and plans for
cleaning and disinfection standards, and get periodic confirmation that they are being followed
by the contracted company.
Consider leaving the rental vacant for 24 to 72 hours after a guest has departed, if feasible.
Any rental unit intended for large gatherings, including conferences, weddings or meetings,
should not be rented until such operations can resume.
Lastly all guests/renters, (and workers) in the building should complete an brief form emailed
approximately two weeks after their visit to make sure they are well and have no symptoms (symptoms
described above). Owners who rent their units should follow up with renters, and owners who have
stayed in their units should complete the same form. Granite Peak can contact any workers coming into
the building.
In order to stop this deadly disease, it takes strong measures by all to ensure a safe environment. We
recommend you implement these procedures immediately.
