MINUTES
Members Present: Mary Larson-Marlowe, John Coutinho,Ted Barker-Hook, Ria
McNamara, Madhu Chandrasekar, Curtis Smithson, Rachel Rossin, Ron Foisy
Members Absent: Sundar Sivaraman
Also Present: John Gelcich, Principal Planner; Morrie Gasser, HALT
Ms. Larson-Marlowe called the meeting to order at 7:00 PM. Ms. Larson-Marlowe
read through the pre-meeting script.
1.OSLPD Discussion and Presentation from Morrie Gasser (HALT)
Ms. Larson-Marlowe introduced Morrie Gasser. Mr.Gasser presented his
slideshow of HALT’s issues with the OSLPD Bylaw.The presentation identified
issues with existing OSLPD developments and made suggestions on how to
improve the bylaw.
Mr. Smithson asked if there could be a requirement for marking the boundary
of the open space. Mr. Gasser said that is something that is needed to
discourage encroachment. Mr. Barker-Hook said the Conservation Commission
often requires Permanent Immovable Barriers (PIB).
Mr. Barker-Hook asked who the enforcement agency would be for HALT. Mr.
Gasser said it depends on the situation but it could be HALT or the Town.
Ms. McNamara asked if Mr. Gasser has suggestions for incentivizing developers
to identify land that is desirable for everyone (e.g.land swaps). Mr. Gasser said
he doesn’t remember being involved in any land swaps with HALT. ZAC
generally discussed incentive approaches for developers.
Chuck Dauchy, 25 Sanctuary Lane, said he is with HALT and the TCMC. Mr.
Dauchy said he agrees with Mr. Gasser’s concern with requiring a buffer. Mr.
Dauchy also spoke about working with developers for trail continuity.
Ms. Larson-Marlowe discussed past efforts to review the OSLPD bylaw. Ms.
Larson-Marlowe asked if anyone else had thoughts for changes to the bylaw or
areas to be reviewed in detail.
Ms. Larson-Marlowe said this will be added to the agenda for the next meeting.
Ms. Larson-Marlowe asked Mr. Gelcich to invite developers.
Ms. Larson-Marlowe set the next meeting date for Thursday,April 8, 2021 at
7:00 PM.
2.Rules and Regulations for the Subdivision of Land Review and Discussion
Ms. Larson-Marlowe briefly reviewed the issues previously discussed as part of
the Subdivision Rules and Regulations, dealing with fire sprinklers and other
items. Ms. Larson-Marlowe discussed a previous effort to set guidelines for
stonewalls.
Ms. Larson-Marlowe gave a brief overview of the Planning Board’s vote on the
Tree Clearing Bylaw that removed it from the warrant.
3.Minutes of February 22, 2021
Mr. Foisy moved to approve the minutes as written,Mr. Smithson seconded the
motion. ZAC voted unanimously to approve the motion (9-0-0).
Mr. Coutinho moved to adjourn the meeting, Mr. Smithson seconded the meeting.
ZAC voted unanimously to adjourn the meeting at 8:23 PM.
