HomeMy Public PortalAbout20100715 budget work sessionCOUNCIL WORK SESSION JULY 15, 2010 1 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session meeting of July 15, 2010, was convened at 5:45 P.M. by Councilman Rich Koon, Finance Chairman. ATTENDANCE The following Council Members were present: Present: *Carroll (arrived at 5:35 P.M.), * *Harvey (arrived at 6:00 P.M.), Griffith, Koon, Medin, Penfold, *Pope (arrived at 5:35 P.M.), Scrivner, Struemph Absent: *Carroll, *Pope, and * *Harvey A quorum was present. DISCUSSION Finance Director Steve Schlueter presented information which was requested by the Council at their July 12 budget workshop. Mr. Schlueter stated that the amount for the CAMPO parking lot item voted on Monday night would be $2,722. *Councilwoman Carrie Carroll and Councilman Bryan Pope arrived at this point in the meeting (5:35 P.M.) Finance Director Steve Schlueter distributed additional answers to questions asked by Councilman Bob Scrivner regarding cuts in expenditures in an amount over 10% found in the budget. Assistant Community Development Director Charles Lansford made a presentation to answer questions about how much it would cost to make the church building usable for a Municipal Court, followed by discussion regarding the issue. Councilman Bryan Pope made a motion to place the renovation of the old church building to be used as a City courtroom on the parking lot, seconded by Councilman Jim Penfold, and approved unanimously. City Planner Janice McMillan distributed information on various transit scenarios. * *Councilman Mike Harvey arrived at this point in the meeting (6:00 P.M.) COUNCIL WORK SESSION JULY 15, 2010 2 (BUDGET COMMITTEE) Councilman Bob Scrivner made a motion to put the single -axle dump truck on the parking lot, seconded by Councilman Eric Struemph, and approved unanimously. Councilwoman Carrie Carroll made a motion to add $15,000 for loft apartment development in the Old Town district, seconded by Councilman Eric Struemph, and approved unanimously. Councilman Bryan Pope made a motion to put $50,000 for sidewalks on the parking lot, seconded by Councilman Eric Struemph. Councilman Jim Penfold moved to amend Councilman Pope's motion from $50,000 to $300,000. The motion died for lack of a second. The original motion was then approved with Councilman Harvey voting "Nay." Councilwoman Carrie Carroll left the meeting at this point (6:48 P.M.) Councilman Eric Struemph made a motion to increase the street overlay budget fund by $190,000, seconded by Councilman Jim Penfold, and approved unanimously. ADJOURNMENT Motion was made by Councilman Eric Struemph for adjournment, seconded by Councilman Bob Scrivner, and approved unanimously at 6:53 P.M.
