The team took 18 applicants who met the minimum qualifications and after a series of phone interviews narrowed the field to four. Of the four finalists, one did not provide required background information, Chris Moore withdrew, the team interviewed Ralph Appa, and Joel Booker declined a second interview. In addition to the interview, Mr. Appa met with most of the McCall Police Department and they support his selection, as does the search team. Mr. Appa is an experienced Chief of Police who already holds an advanced certification as an Idaho Peace Officer. Upon his acceptance of a conditional offer of employment he will undergo a polygraph exam, drug test, and background check before he is hired. The search team has conducted phone checks of the community where he served six years as a chief of police and received very favorable comments.  RECOMMENDED ACTION: Confirm the City Manager’s conditional appointment of Ralph Appa as McCall Chief of Police.
