HomeMy Public PortalAbout72 Appointment of New Members to General Plan Advisory Committee TOWN OF TRUCKEE California RESOLUTION 2020-72 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE FOR THE APPOINTMENT OF NEW MEMBERS TO THE GENERAL PLAN ADVISORY COMMITTEE WHEREAS, the Town Council initiated an update to the 2025 General Plan on February 13, 2108; and WHEREAS, as part of the General Plan Update work program, the Town Council desired to develop a robust public engagement process including the creation of a General Plan Advisory Committee (GPAC) to ensure the creation of a community-based plan with maximum participation; and WHEREAS, there are numerous stakeholders in the Town of Truckee, whose regular involvement in the development of the 2040 General Plan, would contribute to a community- based planning approach with representation from a variety of perspectives; and WHEREAS, it is the continued desire of the Town Council to develop a committee to participate in the 2040 General Plan Update to provide guidance, oversight and recommendations through all phases of the 2040 General Plan creation, publication and adoption process; and WHEREAS, at the April 24, 2018 Town Council meeting, the Council established a GPAC to guide development of the General Plan Update; and WHEREAS, since being established the GPAC has met on a monthly basis (either in person or virtually) to advance the General Plan Update; and WHEREAS, there are currently three vacancies on the GPAC following resignations of the Small Business (less than five employees) representative and two Residents/Homeowners at large representatives: and WHEREAS, at the September 8, 2020 meeting, the Town Council directed staff to hold a two-week recruitment period to allow for interested members of the public to submit a GPAC application; and WHEREAS at the September 8, 2020 meeting, the Council also directed staff to form a GPAC selection committee consisting of the Council and Planning Commission GPAC representatives who would be tasked with forwarding a recommendation to fill the vacancies for the Council's consideration: and WHEREAS, the selection committee reviewed all candidate applications and has forwarded their recommendation for the Council's consideration. NOW, THEREFORE, BE IT RESOLVED BY THE TRUCKEE TOWN COUNCIL to designate the following representation to the committee: • (1) One Town Councilmember and one alternate: David Tirman and Anna Klovstad • (1) One Planning Commissioner and one alternate: Jerusha Hall and Ruth Miller • (2) Two housing advocate representatives: Stacy Caldwell and David Horan • (1) One alternative transportation representative (bike, pedestrian, transit): Jan Holan • (2) Two non-profit representatives: Paco Lindsay and Chelsea Waltersheid • (1) One small business with five or less employees: Kelly Turner • (1) One small business owner/representative (6 - 25 employees): Tom Just • (1) One large business owner/representative (more than 25 employees): Jim Winterberger • (1) One Downtown property owner or employee: Andie Keith • (3) Three Truckee residents/homeowners at large: Kathleen Eagan, Sherrin Fraiman and Coral Cavanagh • (1) One environmental advocate representative: Alexis 011ar • (1) One youth or youth advocate representative: Jointly shared by Summer Hatcher/Isabella Terrazas/Brian Wolfe • (1) One builder or developer representative: Andy Barr • (1) One Energy/sustainability water representative: Jan Zabriskie • (1) One Latino representative: Heather Urrea Sullivan The foregoing Resolution was introduced by Council Member Tirman, seconded by Council Member Commendatore, at a Regular Meeting of the Truckee Town Council, held on the 10th day of November 2020 and adopted by the following vote: AYES: Council Member Tirman, Council Member Commendatore, Vice Mayor Klovstad and Mayor Polivy.
