1. Robert Mescher called the meeting to order at 3:04 p.m.
2. ROLL CALL: Board Members: Alison Pedley, Jeff Brown, and Robert Mescher.
Absent: Brooks Rolen
Staff Present: Becky Bucar, Engineering Manager; Dan Wilkins, Public Works
Director/Town Engineer; and Bonnie Thompson, Administrative Technician.
3. PLEDGE OF ALLEGIANCE — Deferred.
4. PUBLIC COMMENT— None.
5. DISCUSSION ITEMS
5.1 Truckee Tax Measure Expenditures for 2013/2014 Fiscal Year.
Recommended Action: Make a determination that the expenditure of Measure V and
Measure R funds in the 2013/2014 fiscal year were consistent with the provisions of
Measure V as established by the voters in the November 4, 2008 general election and with
the provisions of Measure R funds as established by the voters in the June 3, 2014 special
election. There were no Measure R funds expended in FY 2013/2014.
Public Works Director/Town Engineer Wilkins explained that the Town Council combined the
Measure V and Measure R Citizen's Tax Oversight Boards, and thanked Board Members
Pedley, Brown, and Mescher for moving their service from the Measure V Board.
Public Works Director/Town Engineer Wilkins presented from the staff report and answered
questions.
• Explained the purpose of Measure V.
• Called attention to the language in Resolution 2008-45 that allows the funding to be
used for bicycle and pedestrian facilities rather than just road repair.
• Discussed whether the language "as funding permits" in regards to the bicycle and
pedestrian facilities made that function subordinate to road repair and stated that it is
within the Board's purview to decide and comment if they choose.
Board Member Brooks Rolen arrived at 3:12 p.m.
Public Works Director/Town Engineer Wilkins continued his presentation.
• Explained the purpose of Measure R.
• One project could use funds from Measure V and Measure R, but it not a concern for
this meeting since not Measure R funds have been expended.

The group did brief introductions
The group discussed the specific projects that were completed during the fiscal year.
• The funding sources in the "other funding" column could be Measure A, Tahoe
Donner funds, or State grant funds.
• There is a balance of five million in Measure V funds as of last fiscal year.
• Town only used about one million last fiscal year because they are planning for a
balloon in expenses in six to eight years.
o The Town repaved many roads in the late 1900s and those will need
overlays.
• There are two documents that explain how the Town plans to use those funds:
o Town Budget Capital Improvement Project Plan —outlines the projects that
are envisioned or are in the design phase.
o Pavement Maintenance Plan—explains the overall maintenance plan for the
life cycle of our roads.
o Board Member Mesher requested a summary of each of these documents
next year to give them a sense of what is coming up.
The Staff Recommendation was moved by Board Member Brown, seconded by Board
Member Pedley. The motioned passed unanimously.
The Board discussed upcoming meetings which are related to the budgeting process for
Measure funds.
Board Member Rolen asked to be added to the e-notification lists for budget workshops and
the Board.
