HomeMy Public PortalAbout08 West River Parkway Consistent with Measure R DocuSign Envelope ID: DE25C273-4079-4102-9F41-2E41335F61OF TOWN OF TRUCKEE California RESOLUTION 2021-08 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE FINDING THE WEST RIVER PARKWAY TRAIL CONSTRUCTION CONSISTENT WITH THE PURPOSE OF MEASURE R TRAIL FUNDING WHEREAS, Truckee Town Council adopted the Town's first a Trails and Bikeways Master Plan on April 4, 2002 by Resolution 2002-07; and WHEREAS, Truckee Town Council adopted a comprehensive and amended Trails and Bikeways Master Plan on September 22, 2015 by Resolution 2015-42; and WHEREAS, on January 28, 2014 Truckee Town Council called for a special municipal election to place on the ballot a special tax to raise funds for the construction and maintenance of trails by Resolution 2014-08; and WHEREAS, on June 3, 2014 Truckee voters approved this ballot measure, now known as Measure R, increasing the sales tax paid by visitors and residents by 1/4% for ten years to construct the Truckee River Legacy Trail; provide safe routes to schools; build and maintain paved and dirt trails for walking, running, biking, and winter use; provide safe and green transportation alternatives; and protect the environment and natural open space along trail corridors; and WHEREAS, Resolution 2014-18 Exhibit A requires that the funds generated from Measure R "shall be used exclusively for the construction and maintenance of paved and dirt trails for non-motorized uses, as described in the Town of Truckee Trails and Bikeways Master Plan or as identified through other public process deemed appropriate by the Truckee Town Council"; and WHEREAS, the Town is eligible to apply for $250,000 in Proposition 68 Recreational Improvement Revenue Enhancement (RIRE) Program funds that are restricted to funding projects that meet the funding criteria of the Town's voter-approved recreational area revenue enhancement measure (Measure R); and WHEREAS, the Town of Truckee owns and is planning to redevelop a parcel located at 10257 West River Street, known as the West River Site Redevelopment Project (C1817). Community involvement and public process for project has included five community workshops, a community survey, and over ten Town Council public meetings. On February 25, 2020, Truckee Town Council approved the master plan for the project, which includes a 1-acre riverfront parkway, including a paved accessible trail that will connect to the Truckee River Legacy Trail pedestrian bridge and West River streetscape improvements, enhancing bicycle and pedestrian connectivity at a critical hub connecting downtown and the Truckee River Legacy Trail and providing protection and access to natural open space; and WHEREAS, the Town has identified the trail portion of the West River parkway as a priority use of Proposition 68 RIRE grant funding. DocuSign Envelope ID: DE25C273-4079-4102-9F41-2E41335F61OF NOW THEREFORE BE IT RESOLVED that the Truckee Town Council hereby finds that the construction of paved or dirt trails for non-motorized used within the West River Site Redevelopment project area is consistent with Measure R's purpose and funding criteria, as required by Resolution 2014-18 Exhibit A. The foregoing resolution was introduced by Council Member Polivy, seconded by Vice Mayor Henderson, at a regular meeting of the Truckee Town Council, held on the 9th day of March, 2021 and adopted by the following vote: AYES: Council Member Zabriskie, Vice Mayor Henderson, Council Member Romack, Council Member Polivy, Mayor Klovstad.
