See attached Pre-Application for EDA funding and memos from Lindley Kirkpatrick and Robert Strope.
RECOMMENDED ACTION:
Provide $8,623 from
fund balance and $127 from Council Contingency as match for the EDA Technical Assistance Grant.
Direct staff to finalize the scope of work and contract with Jinneman, Kennedy & Mohn
to conduct a market and feasibility study.
Authorize the Mayor to sign all necessary documents to accept the Technical Assistance Grant, if awarded by EDA, and to award a contract to
JKM, subject to review by legal counsel.

After consultation with Al Ames (US Dept. of Commerce, Economic Development Administration), John Blaye (Valley County Economic Development) and Leslie Toombs (Sage Resources,
the designated economic development agency for EDA Idaho District One), staff recommends that the scope of the feasibility study be expanded to include an implementation phase. The feasibility
study qualifies for a Technical Assistance Grant from the EDA, which prefers to fund larger-scale projects and recommends that funds for implementation be included.
The City and Sage
Resources jointly prepared the attached Pre-Application, reflecting the expanded scope of work. It was submitted to the EDA on January 18. The review of the Pre-Application will take
up to four weeks, although it may be much quicker. Funds expended after the City receives an ‘Invitation to Apply’ for the Technical Assistance Grant may be reimbursed when the grant
is formally awarded.
The total project budget is $60,000. The Pre-Application requests $40,000 in grant funds and commits $20,000 of local match. The Chamber of Commerce has committed
$2,500. The Urban Renewal Agency has committed $5,000–$10,000. Staff recommends that the City Council contribute $8,750 and that the URA contribute $8,750. The City’s match would come
from a combination of savings in the previous budget and the current Council Contingency. See the attached memo from Robert Strope.
Staff is continuing to work with JKM (the recommended
consultant), as well as the EDA. Additional information will be provided at the Council meeting.

SUMMARY STATEMENT:
The Committee met weekly to informally review the current status of lodging and meeting space in McCall, consider potential new markets, consult with experts in the
field, discuss management and operation considerations, and review funding options. Proposals for formal market and feasibility studies were solicited from several consulting firms.
Two responses were received and reviewed by the Committee. (see attached)
The Urban Renewal Agency has tentatively committed $5,000 toward a market and feasibility study. Additional
funding may be available from the ID Dept. of Commerce. John Blaye is also pursuing additional funding.
The Committee unanimously recommends that the City Council engage Jinneman, Kennedy
& Mohn (JKM) to conduct at least a Phase One Market Feasibility Analysis. The estimated cost for Phase One is $22,500. Phase Two, an Economic Feasibility Analysis, is estimated to cost
$12,500. The scope of work may be negotiated to reduce these costs. Members of the Committee will attend the Council meeting to provide a complete report.
RECOMMENDED ACTION:
Direct
