The P&Z conducted public hearings on July 16 and August 6, and recommends that the City Council approve both the amendment to the General Development Plan and the Final Development Plan. The complete record of the Planning & Zoning Commission’s action is extensive, so it is not provided in the Council packet. It is available for review in the Community Development office. Attached are draft Findings & Conclusions for the City Council, incorporating the P&Z’s Findings & Conclusions and making them the Council’s own.  RECOMMENDED ACTION: Adopt the draft Findings & Conclusions and approve the amendment to the General Development Plan for PUD–01–1. Adopt the draft Findings & Conclusions and approve the Final Development Plan for Phase 1 of PUD–01–1. On April 30, the P&Z approved the PUD General Development Plan. “Approval in principle” is the first of three steps in the PUD approval process. The General Development Plan, which also requires Council approval, is the second step. A City Council public hearing is not required. The complete record of the P&Z’s action is extensive, so it is not provided in the Council packet. It is available for review in the Community Development office. Attached are the P&Z’s Findings & Conclusions.  RECOMMENDED ACTION: Adopt the P&Z’s Findings & Conclusions as the Council’s own.
