The DIP was substantially completed by the spring of 2000. There is $25,717 remaining in unexpended ICDBG grant funds. The project has not been closed out, due to the incompletion of the matching funds requirements of the City of McCall. The proposed matching funds of the City for the DIP included a Scenic Byway grant application of $273,535 for the Old McCall Jail rehabilitation, and streetscape improvements near the jail. The City was awarded only $21,500 from the Federal Highway Administration to complete these improvements. Therefore, the project has been idle for 3 years. The Old Jail project must be completed before the DIP can be closed out. The City of McCall revised the scope of work for the Old Jail project. Karl Augustine of Sage Community Resources advised City staff to submit a request to the Dept. of Commerce to access the remaining IDCBG grant funds for the completion of the Old Jail. Karl assisted the City in preparing that request (see attached). The Department of Commerce approved the request, and amended the original ICDGB contract to include a revised budget, specifically reducing the City’s required match to reflect the reduction in Scenic Byway grant funding (attached) It is expected that the City will be able to complete the Old Jail project by next May, thereby complying with the match requirements for the ICDGB, which will allow for final closeout of the DIP.  RECOMMENDED ACTION: Approve the amended contract with the Department of Commerce and authorize the Mayor to sign.
