Hello Council,
For item 7.2 Bioenergy Project Scoping Study Update there was a question related to TDPUD. Brian
Wright provided the following response to that question and wanted to share with you all:
1. Has the TDPUD expressed any opinion on the potential benefits of a local biomass facility for
reducing its dependence on fossil fuels?
Response from GM Wright: The potential net impact of a local biomass facility on the TDPUD’s
overall energy procurements is highly dependent upon the generation profile of the proposed facility
in terms of size and availability. For example, the TDPUD’s renewable purchased power portfolio is
fully leveraged for current daytime load through solar, wind and small-hydro resources. If a locally
sourced generation facility provided energy outside of existing renewable purchase windows, there
may be measurable offsets to natural gas generated energy procurements, depending on the level of
local generation. If the proposed facility is limited to intermittent electric energy generation, there
would most likely be a minimal net impact on the TDPUD’s overall purchase power portfolio, as it
specifically relates to fossil fuel energy generation. The TDPUD will continue to be supportive of the
project should there be additional phases of scoping study efforts and will be able to offer a more
detailed evaluation once the extent of the proposed local biomass energy generation is determined.
