COMMUNITY ENGAGEMENT SUMMARIES
November 2020 through July 2021
The Innovate Gateway project included a
robust community engagement and
discussion process. The Project Team (which
includes Town staff and consultants)
developed and launched an extensive
process that included multiple
opportunities for the community to review
and provide feedback on draft ideas and
design concepts.
The following is a compendium of all
community comments, ideas and feedback
gathered during the Innovate Gateway
project, organized into the following parts
(based on sequential events and activities):

PART I
COMMUNITY WORKSHOP #1 AND
ONLINE SURVEY #1 COMBINED RESULTS
In November 2020, the Project Team
created an online survey that included
questions about the Gateway Area’s current
assets, challenges and opportunities. Survey
participants also provided ideas regarding a
future vision for the area. The survey was
prepared in both English and Spanish
versions and was completed by 170 people.
Community ideas and input from the survey
were used to help inform initial visioning
ideas used during Community Workshop #1.
The Town hosted the first community
workshop on December 3, 2020, in an
interactive online Zoom format. The goals of
this workshop were to introduce the
Innovate Gateway project to the
community, present some existing

conditions findings and context and solicit
ideas on a future vision for the Gateway
Area. A total of 63 people attended the
online workshop and provided a wealth of
detailed ideas and feedback. These ideas
were used to develop the initial draft of the
Vision Framework.

PART II
COMMUNITY WORKSHOP #2 AND
ONLINE SURVEY #2 COMBINED RESULTS
The Town hosted a second online
community workshop on March 11, 2021, to
present the Emerging Vision Framework
and initial conceptual project prototypes. A
total of 48 people attended the workshop
and provided a range of ideas and feedback
recorded on digital white boards.
Following the second community
workshop, the Project Team created an
online survey in English and Spanish that
mirrored the content of the session. More
than 70 people participated in the online
survey, and participants provided over 800
individual comments on the various Draft
Vision Elements and Project Concepts.

Framework, discuss segment-specific
improvements for the three Character
Areas, and discuss potential regulatory and
policy changes for the Gateway Area. A total
of 35 people attended the online workshop.

PART IV
SPANISH LANGUAGE POP-UP EVENT RESULTS
The Project Team held an in-person pop-up
event on June 26, 2021, near La Bamba
Mexican Restaurant in the Gateway Area, to
help reach the local Spanish-speaking
community. The event garnered discussions
from 13 residents and provided an
opportunity to further discuss the proposed
strategies for the Gateway Area with the
local Latinx community.
The following are key highlights from the
discussions:
People generally like the new sidewalks,
crosswalks, and bicycle lanes (and would
like it if they could be even more
separated from cars and fully plowed
during the winter)
Overview
People like the mobile home park setups
(detached housing with private fenced
yards/spaces and parking) versus
apartments/condos where they don’t
have a spot for vehicles or storage.
People would like to see a
park/playground on the western end that
has substantial shade (neither Meadow
Park or Truckee Elementary have any
shade near the playground).
People would like to see a greater range
of more affordable convenience retail.

stretch have more character and acces s (sidewalk s, bik e lanes, c ros s walk s, lighting etc). I
would lik e to see future dev elopment continue t he trend toward makng t his part of our town a
dest ination to bike and walk to and around, not jus t drive to in a car. Careful dev elopment of
the remaining lots at the eas t end of Gateway, near the hos pital, will be key. Park ing lots, for
example, would be c ompletely at odds with c reating a welcoming atmosphere.

to 89 would cut down on unneeded traffic on DPR, people who live in the East side of town
could take 80, hec k ev en people who live in TD or donner lake could tak e 80 which would be
safe than trying to make a left turn ont o DPR as well as decrease traffic from people sneak ing

and a great plac e f or small busines s. The hos pital has consumed so muc h of the character of
Gateway the charm has been lost. There is an opportunity to rev ert s ome of both sides of this
road into small businesses and maint ain an area for s tartup operations. The area behind this
commercial row is one of the great small hous ing communities and c ould cont inue t o prov ide
affordable hous ing. However, once again the hospital has been c ontinually eating into it's
charm and viability. The wes t end of Gateway provides a more commerc ial feel and the goal
should be to modernize the existing strip malls.

exis ting inventory of houses . Envisioning the future should inc lude major s tress on housing the
labor force. Not nec essarily for people to buy, but apts and townhous es that are available for
short term people. The infrastruc ture is intolerable in winter and the pot holes and crumbling
pavement are everywhere. (ie. 89@ I80 eas t bound on ramp.) All of this needs to dealt with

dependable merchants . I feel like this was developed by s omeone that has NEVER visited
here. There is only ONE main s treet DPR and it is as thin a s trip of c ommercial land as I can
imagine. Bounded by the railroad and steep hills ides on the other. The plaz as that are
sugges ted are no existent. Mov ing away from the bus ines s core there sure, around Regional

16 I think the "affordable housing being built today has mis s ed the mark . The housing we need is
for workers mak ing $16-$20. The income restricted units I have seen so far seem to be built
for the uber poor and des titute rather than "blue c ollar" workers . When I was y ounger and
renting, t he rule of thumb was my rent shouldn't exceed 30% of my takehome. The rents I've
seen so far for s ome of thes e places seems to be 50% or so of a person's t ake home pay. I
would as k thes e "af fordable" dev elopments be more clos ely vetted so we bring in the ty pe of
people who will contribute to our town by living, work ing, and s pending t heir paychec k s here.

4 I like roundabouts as long as there is enough room for them to work. The Kings Beach
roundabouts are horrible. DPR and the hos pital, highway 89 and Tahoe Donner c ould all use

The new sidewalks and c ros s walk s haven't s lowed traffic on DPR at all and cars often don't

single track trail north of DPR in the hill going up to coyote moon golf course. Mak e it connec t
from the donner trail/meadow lak e neighborhood to downt own. Additionally, add a paved bik e
path on t he s outh edge of gateway along I-80. THere is already a gravel path f rom the high
school track to the elementary school. Then on the sout h s ide of 80, a pav ed path could go
along c old s tream river connec ting the Deerfield road area to the cold stream dev elopment .

to able to have a one lane road to have those amendments . C2- I think the proposed
roundabout at Northwoods is going to be an ongoing joke on Sunday nights in Winter. Having
balanc ed traffic would work with a round about . This is it the case with that partic ular
intersection. I predict that there will be many more rear-enders happening on Northwoods. C3-
rear end park ing is the mos t ins ane idea I’ve heard out of all the topics c overed. Firs t there is
not the adequate room to increase the area devoted to park ing. PLEASE DO SOME
MEASURING!!! C-4 “Fun and f unct ional bus s tops ” REALLY! I think u need to survey how
many people actually use the FREE bus sy s tem. If you cant get people to use the ex isting
syst em, what mak es y ou think that throwing more money at it would help. I would s uggest a
town s ubsidized Uber system. It would c ost less in overhead and maint enance and les s abus e
of roadway s with thos e heav y bus es. Uber or Ly ft s y stems would get people to where they

41 This is another case of wanting to be both a pedestrian c orridor and high volume v ehicle pass
through. It c an't be both as cars alway s degrade t he pedest rian experienc e. An overt focus on
on s treet parking has s uffocated downtown Truc k ee in c ars and makes the s idewalk overly
complex f or strollers, k ids, wheelchairs, etc . "Improv e traffic flow" is backwards thinking that
prioritiz es speed and v olume of vehic les over human s afety and enjoy ment. Roundabouts
encourage high vehicle s peeds and are dangerous for pedes trians . And our c urrent "prot ected"
cros swalks have done little t o s low cars or make cros sing f eel safer in the area. Bike lanes
should be protected, painted bike lanes do ZERO to protect c y clists . If anyt hing, float on street
park ing between car lanes and protec ted bike lanes .

healthier or s afer. I f we want a healthy neighborhood we should not allow hous ing near the
freeway and the town should be pressuring the St ate DoT to reduce speeds to 45mph inside
Truckee to reduce pollutants and noise. A park is nice, but I'm not going to hang out at a green
space right on DPR. Too muc h noise, dirt, traffic to be enjoy able. Lighting s hould be reduc ed
overall. If we want sustainable buildings c hange the c ode to remove f acade artic ulation and
double s tair wells .

with a dozen fac ade materials leads t o generic, bland buildings that c ould be anywhere.

create an inv iting pedes trian environment. I still think the landscaping along the s idewalk
should be more of a buffer between c ars and sidewalk -- pedestrians will feel more protected,
even if this is just a parking lane. Landscaping on both sides of sidewalk would be ideal.

and top t wo floors for res idential. While I understand the upfront cos t of t his , the yearly
maintenance is virtually eliminated. No s now remov al, no re-s triping every y ear and no
repaving every year. Removing mos t serv ice parking also s aves on huge amounts of upfront
infrastructure c os ts needed to c reate roadway s for cars. More room for green s pace and for
children to play.

welcoming pedes trian environment for passers by. Creating more priv ate spac e for residents in
the rear would be nic e, with entrances to the units on both Donner Pass Road and at the rear.
Shared entranc es to the building from Donner Pass Road -- like apartment lobbies in cities --
could be nic er if there are c oncerns for s afety.

8 Mak e s ure there is landscaping to break up all the concrete! Cannot hav e t oo muc h "green
space." Also - don't take away bik e lane(s) to do this ! Biking in this town is alway s going to be
more practical than walking but many don't bike because they do not feel safe with the current
bik e lanes. Make bik ing a priorit y through town!!!

11 Mak e the Safeway c enter landlord put in electric c ar charging stations and either trees or
shade struc tures (maybe with s olar panels) to fix the problem of a vas t reflective desert of
asphalt (not env ironmentally friendly, esp. as t he c limate warms). I know s now removal is a
challenge, but t here must be a creative way to deal with it.

14 One ac c es s point for the hardware store is unrealistic and will further inhibit its ability to grow.
Exiting from the driveway on Donner Pass is already ex tremely difficult. I worry in winter
months when 80 c loses and traffic spills onto Donner Pass that t he roundabout will create
additional gridlock. Loc als like my s elf then end up driving ov er sidewalks and planter areas jus t
so we can get t o our homes.
