HomeMy Public PortalAbout2022 Annual Report TTMCOB Date: April 11, 2022 To: Honorable Mayor and Council Members From: Becky Bucar, Engineering Manager Subject: Truckee Tax Measure Citizens Oversight Board Review of Fiscal Year 2020/2021 Expenditures At their March 03, 2022 meeting, the Truckee Tax Measure Citizens Oversight Board Meeting made a determination that the expenditure of Measure V, Measure R and Measure K funds in the 2020-2021 fiscal year were consistent with the provisions of Measure V as established by the voters in the November 4, 2008 general election, Measure R funds as established by the voters in the June 3, 2014 special election, and Measure K as established by the voters in the November 3, 2020 general election. TOWN OF TRUCKEE TRUCKEE TAX MEASURE CITIZENS OVERSIGHT BOARD MINUTES March 03, 2022, 5:00 p.m. Town Hall – Administrative Center 10183 Truckee Airport Road, Truckee, CA 1. CALL TO ORDER – Becky Bucar, Engineering Manager, called the meeting to order at 5:10 pm. 2. ROLL CALL: Board Members: Allison Pedley, Reid Cox, and Kipp Cooley. Absent: Nancy D’Amico, Dr. Brooks Rohlen, and Troy Ortiz, (Voting Alternate). Staff Members Present: Becky Bucar, Engineering Manager; Regina Wise, Finance Manager; Hilary Hobbs, Assistant to the Town Manager; Slater Stewart, Engineering Technician II, and Sarah Ring, Administrative Technician. 3. PLEDGE OF ALLEGIANCE - Deferred 4. PUBLIC COMMENT – none. Becky Bucar, Engineering Manager opened public comment. Seeing none, Becky Bucar closed public comment. 5. DISCUSSION ITEMS 5.1 2020/2021 Fiscal Year Truckee Tax Measure Expenditures (M easure V, R & K). Recommended Action: Make a determination that the expenditure of Measure V, Measure R and Measure K funds in the 2020-2021 fiscal year were consistent with the provisions of Measure V as established by the voters in the November 4, 2008 general election, Measure R funds as established by the voters in the June 3, 2014 special election, and Measure K as established by the voters in the November 3, 2020 general election. Becky Bucar, Engineering Manager, presented from the memo (presentation on file with Town Clerk.)  Becky Bucar provided opening comments to the commission.  Staff provided background information on the three different tax measures under the oversight of the board.  Introduced Measure K, the newest tax measure; a Transient Occupancy Tax (TOT).  Measure K funds are allowed use on general services, such as housing, open space, preparation for wildfire, and other natural disasters.  Of the total trail maintenance 25% of the cost is charged to the general fund.  Clarifying questions were asked of staff on how the determination is made which funds are spent, such as on the Guardrail project?  Staff attempts to maximize the use of grant fund dollars first; this project had a match funds requirement, so Town had to fulfill the match funds out of the General Fund.  Grant funds were only for construction - Town had to utilize those dollars for design and construction.  Staff tries to minimize the use of general fund dollars on projects because that is out most flexible funding source.  Staff utilizes Council approved budget on specific projects , but non- General Fund sources - grants and then special funding such as TSSA 1, TSSA 5, Traffic Impact Fees, and special tax funds, are prioritized to be used first.  Town also utilizes Town Special Service Area (TSSA) funds in certain neighborhoods, i.e., Tahoe Donner and Glenshire/ communities for maintenance in those subdivisions.  Truckee Donner Land trust will cover 75% of the pedestrian bridge included in the Truckee River Legacy Trail Phase 4.  Measure K funds didn’t start being collected until the beginning of 2021 ; mostly staff has been in planning mode.  The commission will see expenditures go up next fiscal year with Measure K.  There is no Measure K Master Plan.  There are no restrictions on how the Measure K funds are spent, however, Council has prioritized use of funds on key community priorities, primarily housing, open space, and emergency road maintenance.  Measure K funds are segregated from our General Fund s.  Measure R & V funds can only be used on the items stated in the ballot measure. Staff Recommendation was moved by Kipp Cooley and seconded by Reid Cox; motion passed with the following votes: Ayes: Allison Pedley, Kipp Cooley, and Reid Cox. Noes: None. Absent: Nancy D’Amico, Dr. Brooks Rohlen, and Troy Ortiz, (Voting Alternate). Abstained: None. Motion passed 3-0. 6.
