Therefore, I decided I could communicate the discussion from last month’s AB 1600 Traffic Impact Fee Program meeting via email. I’ve attached the meeting presentation and draft minutes but here is a summary of the meeting: 1. LSC presented the results of the traffic model calibration. In general the traffic model calibrates well to existing conditions and meets standard calibration thresholds. 2. LSC presented the future land uses that were used for the future traffic model. Please see slides 11 and 12 of the presentation. Staff noted that overall the build out land uses for the Town have been reduced from the initial assumptions. 3. LSC presented the results of the traffic analysis that was conducted to determine whether or not the Pioneer Trail and Bridge Street extensions should remain in the future traffic model and the Traffic Impact Fee program. The inclusion or exclusion of these roadways has an impact on traffic volumes and so it is necessary to determine whether the roadways are assumed in the future model runs before completing the remainder of the future conditions traffic analysis. a. Per the Truckee General Plan, the Level of Service (LOS) standard for Donner Pass Road west of SR 89 South/Frates Lane is LOS D. b. The traffic analysis indicated that this Donner Pass Road segment operates at an adequate LOS D under the existing condition. c. Without the Pioneer Trail/Bridge Street Extension, Donner Pass Road will operate at below LOS D, which exceeds the General Plan LOS thresholds. d. With the Pioneer Trail/Bridge Street Extension, Donner Pass Road will operate at adequate LOS. e. Therefore, it was determined that the Pioneer Trail and Bridge Street Extensions should remain in the Traffic Impact Fee Program and should be assumed in the future conditions traffic analysis. 4. Before asking LSC to move forward with the traffic analysis, staff plans to present this information to the Town Council with a recommendation that the Pioneer Trail and Bridge Street Extensions remain in the Traffic Impact Fee Program. Staff plans to present this at the May 12 Town Council meeting although there is a small chance it will occur at the May 26 meeting. 5. There was another discussion about whether the Traffic Impact Fee Program should be using a 20-year or build out planning horizon. Staff continues to recommend using a build out of General Plan planning horizon to ensure traffic impact fees are charged to all future development equitably. 6. After the Council meeting, LSC will take some time to complete the remainder of the traffic analysis and the working group will likely meet again in June.
