Also, I received a question relating to the last AB 1600 TIF Working Group meeting. At the meeting Gordon Shaw did a quick
calculation to estimate how much the future growth in the Town of Truckee would need to be reduced to eliminate the
Pioneer Trail and Bridge Street Extension Project. He also discussed the impact r educed land use growth assumptions might
have on the fee.
A summary of Gordon's calculation is provided in the table below. Note that these are rough estimates and a more detailed
analysis (which might include updated model runs) may get different results. The analysis also only focusses on the fees
associated with the Pioneer Trail/Bridge Street Extension, ignoring other elements included in the overall fee program.

The calculation shows that the percent of future development growth (between existing and build out) that would trigger the
need for the roadway extensions is roughly 45%. In other words, we would likely need to reduce the land use growth
assumptions by more than 55% to avoid the need for the Pioneer Trail/Bridge Street Extension. As we can’t build only a
portion of the roadway, once the 45% land use growth level is exceeded, the project is required.
The bottom of the table calculates the estimated fee associated with the Pioneer Trail and Bridge Street Extension at different
development levels. If full build out of the General Plan is assumed (as is the case for the draft fee program), $1,784 of the
traffic impact fee is associated to the Pioneer Trail/Bridge Street Extension project. At lower levels of development, there is
less other development to spread the costs over, so the fee per DUE unit of development increases. For example, if we
assume only 80% of the future growth occurs, the fee would be $446 higher ($2,230 - $1,784 = $446).
