RESOLUTION 2022-32
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TRUCKEE SB 1 ROAD
MAINTENANCE AND REHABILITATION ACCOUNT PROJECT LIST FOR FISCAL YEAR
2022/2023
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017
(Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor
in April 2017 to address the significant multi-modal transportation funding shortfalls statewide;
and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the
residents of the Town of Truckee (Town) are aware of the projects proposed for funding in the
community and which projects have been completed each fiscal year; and
WHEREAS, the Town must adopt by resolution a list of all projects proposed to receive
year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1,
which must include a description and the location of each proposed project, a proposed schedule
for the project's completion, and the estimated useful life of the improvement; and
WHEREAS, the Town will receive an estimated $359,023 in RMRA funding in Fiscal Year
2022-2023 from SB 1; and
WHEREAS, this is the sixth year in which the Town is receiving SB 1 funding and will
enable the Town to continue essential road maintenance and rehabilitation projects, safety
improvements, repairing and replacing aging bridges, and increasing access and mobility options
for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the Town posted the intention to use the RMRA funds for the West River
Streetscape Project in the 2022/2023 Fiscal Year on the Town’s website on June 1, 2022 to solicit
public input; and
WHEREAS, the West River Street Streetscape Improvement Project includes
construction of streetscape improvements (repaving, curb, gutter, sidewalk, landscaping, utility
undergrounding, and parking improvements) on West River Street from Bridge Street to Mill
Street/Riverside Drive intersection; and
WHEREAS, the Town used a Pavement Management System and Budget Process to
develop the SB 1 project list to ensure revenues are being used on the most high-priority and
cost-effective projects that also meet the communities priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the Town maintain and rehabilitate 0.2 miles
of road and add active transportation infrastructure in the Town this year and similar projects
into the future; and
WHEREAS, the 2020 California Statewide Local Streets and Roads Needs Assessment
found that the Town’s streets and roads are in a “good” condition and this revenue will help the
Town maintain the overall quality of our road system; and

WHEREAS, the SB 1 project list and overall investment in the Town’s local streets and
roads infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, materials and practices, will have significant
positive co-benefit statewide;

NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED, BY THE TOWN
COUNCIL OF THE TOWN OF TRUCKEE AS FOLLOWS:
1. The foregoing recitals are true and correct.
2. The following previously proposed and adopted project will be funded in part with Fiscal
Year 2022-23 Road Maintenance and Rehabilitation Account revenues as further
described in Exhibit A.
3. Appoint the Town Manager, or designee, to execute all applications, negotiations and
agreements which may be necessary for completion of the aforementioned project and
expenditure of RMRA funds, except those designated to the Town Engineer below.
4. Appoint the Town Engineer, or designee, to execute and submit all reports, payment
requests, and changes to the project description, which may be necessary for completion
of the aforementioned project and expenditure of RMRA funds.
The foregoing Resolution was introduced by Councilmember Klovstad, seconded
by Council Member Zabriskie, at a Regular Meeting of the Truckee Town Council, held on
the 14th day of June 2022, and adopted by the following vote:
AYES: Council Member Klovstad, Council Member Zabriskie, Council Member
Polivy, Vice Mayor Romack, and Mayor Henderson.
NOES: None.

PROPOSED PROJECT:
WEST RIVER STREET STREETSCAPE IMPROVEMENT PROJECT
Project Description
Project includes design and construction of streetscape improvements (curb, gutter, sidewalk,
landscaping, utility undergrounding, and parking improvements) on West River Street from Bridge Street
to Mill Street/Riverside Drive intersection. The utility undergrounding will extend approximately 500
feet to the west of the Mill Street/Riverside Drive intersection. The Project has four components
including: undergrounding utilities; parking lot improvements; north side sidewalk; and south side
sidewalk. The SB1 funds are proposed to be used for construction.

Project Location
West River Street from Bridge Street to Mill Street/Riverside Drive intersection.
Proposed Schedule for Completion
The project design is underway. Preconstruction/ project design is underway and is anticipated to be
completed by December 31, 2022. Construction is anticipated to commence in June of 2023 with
completion anticipated by October 15, 2024.
Estimated Useful Life
The streetscape improvements are anticipated to have a useful life of 30 years before any replacement
is required. This is based on previous evaluations the Town has conducted to estimate how long
sidewalks and curbs typically last without needing replacement.
Current Town-wide Pavement Condition
Per the 2020 Pavement Maintenance Program, the average Pavement condition index on all Town
Roads is 80.
Sustainability and Other Benefits
Complete Streets Elements: The streetscape improvements will improve pedestrian and bicycle
connectivity in the area.
Project will also promote economic growth.
